The original version of this essay was written in HTML format. Despite more
than 21,300 hits on this essay in HTML in the four years from
5 Oct 2002 until 20 Oct 2006,
I received no license fees from lawyers, hydrologists,
meteorologists, or cloud seeders who had printed my essay
for use in their for-profit work.
Moreover, some of them sent me e-mail asking me for free advice
on work that they were paid to do!
As a self-employed consultant, I can not afford to subsidize other people's
need for legal research.
Therefore, I have converted this essay from HTML to
Adobe Portable Document format (PDF), and then disabled both
cut-and-paste and printing, to stop the violation of my
terms of service
and to stop infringement of my copyright on my essay.
